PACT Employment Services LLC ("PACT", "we", "us", or "our") is committed to protecting the privacy, confidentiality, and security of personal data entrusted to us by job applicants, corporate clients, contractors, and website visitors. Established in Dubai in 1994, PACT operates in full compliance with United Arab Emirates (UAE) federal data protection regulations, including Federal Decree-Law No. 45 of 2021 regarding Personal Data Protection (PDPL) and UAE Labour Regulations.

This Privacy Policy explains how personal data is collected, processed, stored, and safeguarded when you interact with our website, submit recruitment inquiries, register as a job candidate, or engage our Employer of Record (EOR), HR Outsourcing, Visa, or Payroll Management services.

2. Personal Data We Collect

Depending on your relationship with PACT, we may collect and process the following categories of personal information:

  • Client & Business Contacts: Full name, professional job title, corporate email address, phone number, company name, office location, service requirements, and contract communications.
  • Job Applicants & Candidates: Name, contact details, curriculum vitae (CV/resume), employment history, educational qualifications, professional certifications, national passport/Emirates ID details, visa status, salary expectations, and interview notes.
  • Employee & EOR Data: For personnel managed under PACT’s Employer of Record (EOR) or Payroll Management scope: salary details, bank IBAN information for Wage Protection System (WPS) processing, medical insurance records, dependent visa information, and emergency contact details as required under UAE employment law.
  • Technical Data: IP addresses, browser type, device information, operating system, page views, and referral URLs collected via automated server logs and web analytics tools (e.g., Google Analytics and Google Tag Manager).

3. How We Use Your Data

PACT uses personal and corporate data strictly for legitimate operational, contractual, and regulatory purposes, including:

  • Providing HR outsourcing, payroll management, recruitment, and Employer of Record services tailored to client specifications.
  • Evaluating candidate suitability, matching job seekers with employer vacancies, and facilitating interview processes.
  • Fulfilling legal and regulatory mandates under UAE Labour Law, Ministry of Human Resources & Emiratisation (MOHRE), and General Directorate of Residency and Foreigners Affairs (GDRFA) requirements.
  • Executing monthly payroll calculations, WPS file transfers, visa issuance, and employee benefit coordination.
  • Responding to website inquiries, callback requests, and commercial proposals.
  • Maintaining IT security, mitigating fraudulent activities, and optimizing digital platform performance.

4. Data Sharing & Disclosure

We respect your privacy and do not sell, rent, or trade personal data to third parties. We may disclose information only under strict confidentiality conditions to:

  • Prospective Employers: Candidate CVs and professional profiles are submitted to prospective client companies only with candidate authorization for active recruitment roles.
  • UAE Government Authorities: MOHRE, GDRFA, Dubai Health Authority (DHA), and relevant federal bodies for processing work permits, residency visas, health insurance, and statutory compliance.
  • Authorized Service Providers: Trusted third-party technology providers, banking institutions (for WPS payroll disbursement), and cloud infrastructure hosts bound by non-disclosure agreements and UAE data privacy standards.

5. Data Security & Storage

PACT implements robust administrative, technical, and physical security controls to prevent unauthorized access, accidental loss, alteration, or disclosure of personal data. All data is transmitted securely using encrypted protocols (TLS/SSL) and stored on secured local and cloud infrastructure with access controls restricted to authorized personnel.

Data is retained only for the duration necessary to satisfy the purpose for which it was collected, or to fulfill legal, tax, accounting, and regulatory compliance obligations in the UAE.
